Desara holds a double PhD in Law, Science, and Technology from the University of Bologna and the University of Luxembourg. She joined VUB in 2021 as a senior postdoctoral researcher for the CoHuBiCol, ALTEP-DP and COOMEP projects at the Law, Science, Technology & Society Research Group (LSTS), where she now contributes as an affiliated researcher.
Her career has spanned diverse roles, including serving as an assistant professor at Epoka University, where she taught Criminology, Human Rights, Legal Ethics, and Business Law, and as an advisor to the Minister of Justice of Albania, demonstrating her ability to shape public policy and governance.
Desara’s research focus centers on critical issues such as human rights in the digital age, privacy and data protection, online child safety, cybercrime, artificial intelligence, the implications of legal technologies for the rule of law and fundamental rights, as well as broader topics related to Internet governance.
